BOLIVIA: Congress approves hydrocarbons law

The lower chamber finally voted for a reform of the hydrocarbons law on 3 March. Whether the vote will stand is open to question. Two of the parties (the Movimiento al Socialismo and the Nueva Fuerza Republicana) which wanted congress to jack up the royalty on gas to 50% say that they will object to the tied vote, and the casting vote against, by the deputy president of the lower chamber.
